The Apostle Paul wrote to the Romans and stated that the gifts of God were irrevocable. This means that once given they could not be withdrawn. Some believe that this solves the question of the permanency of spiritual gifts. They have been given to the church, and according to Gods own words, they cannot be withdrawn.
While many use Pauls statement in Romans as a promise that God would never withdraw spiritual gifts from the church, the context is speaking of something else. Indeed, the subject is the nation Israel. In this passage, Paul reminds the Romans that God has agreed to keep all His promises that He has made to this nation in spite of their unbelief. In other words, He will not withdraw any gifts He has previously given to them because of their present spiritual blindness.
Consequently, this particular passage is not relevant to the cessationist/non-cessationist debate.
However, there is an important point we should learn from this. God can withhold a certain gift for a time if a person is in a state of sin. Indeed, until there is genuine repentance on the part of that person, the gift may be temporarily withdrawn. Again, whether or not God does this is completely up to Him. He is the One who makes all the decisions in these cases.
To conclude, the cessationist/non-cessationist debate will have to be solved by looking at other passages.

“I get that question a lot, in terms of, “have these sensational gifts continued today, or did they pass away during the first century with the apostles?” And honestly, I still have some questions about some of those. But if I just go from First Corinthians chapter 13, where I currently lean, is that we should make room in our understanding of these things to say that they still continue, however that looks practically in how it’s displayed through the life of believers. From the text, at least where I am today, this is how it sounds to me. First Corinthians 13. I think the key text begins in verse eight there of chapter 13. “Love never ends. As for prophecies, they will pass away. As for tongues, they will cease. As for knowledge, it will pass away.”
And so I ask myself, what time is being referred to when we speak about, “Then I shall know fully, even as I am fully known.” Because the then of verse 12 is the same time indicated by the when the perfect shall come. So when we try to figure out what time that is, I’m led currently to believe that that is referring to Christ’s return. And I think First Corinthians chapter one leads us in that direction.

Manifestation gifts are the ones people tend to sensationalize and therefore disqualify themselves from enjoying. In 1 Corinthians 12:7, it says God gives to each of us, not just some. This means everyone.
